The Public Authority for Disability Affairs was established under Law No. 8 of 2010, published in the Official Gazette "Kuwait Alyoum" (Issue No. 964, dated 28 February 2010). It operates as a legal entity under the supervision of the Minister of Social Affairs and Labor.

The Authority is responsible for setting and approving national policies for the care of persons with disabilities. It monitors implementation, evaluates progress, and develops regulations to fulfill Kuwait’s commitments under Law No. 8 of 2010.
